SUBMISSION

In IJEEE, article submission is managed by the EDAS system. Therefore, authors are kindly requested to read the Author Guidelines carefully, abide by the article writing rules, and adhere to the journal template before submitting it to IJEEE. In the event authors did not adhere to the journal template, the article will be returned for more modifications until being acceptable by the editor and EDAS system.  AIMS AND SCOPE

IJEEE is interested in publishing articles of interest to researchers and developers in the fields of science and engineering. Moreover, IJEEE encourages the publication of articles that reflect the needs of the scientific, industrial, and academic labor markets, such as scientists, engineers, consultants, and so on. Articles with a high priority for publication include topics that contribute to the development of engineering applications and are of high scientific value and influential contributions. This is represented in the novelty of ideas, the development of previous works, as well as the writing quality and presentation style. ARTICLE PUBLICATION CHARGE

The Iraqi Journal of Electrical and Electronic Engineering (IJEEE) is a peer-reviewed open access journal that undergoes a rigorous evaluation process and is freely accessible to the public. As of January 1, 2024, the publishing processing fee is set at 300,000 IQD (200 $). Fees apply to all articles submitted and later approved for publication. No fee is charged for papers submitted before January 1, 2024. Article processing fees allow publishers to make published material freely available to all interested online visitors. There is no charge for submitting an article.

STEPS TO PUBLICATION

The article submitted to the IJEEE has not been published or submitted for publication elsewhere. Except for the summary or brief abstract, which can be published in the proceedings of a conference or scientific symposium. After completing the preparation of the manuscript according to the Author Guidelines, it can be sent to the journal according to the following steps:

  • The submission process will be performed online by the EDAS system.
  • The authors should be registered on the EDAS website through the link: https://edas.info/
  • The manuscript will be submitted to the IJEEE through the following link: https://ijeee.edu.iq/submitamanuscript/ or directly from the following link: https://edas.info/newPaper.php?c=18631
  • After completing all application forms, the authors will receive a registration notification letter, and then, the copyright form should be signed electronically.
  • After signing the copyright form, the manuscript should be uploaded.
  • After successfully completing the uploading process, the EDAS system will send an uploading notification letter.
  • The editor should check the similarity and plagiarism of the submitted manuscript.
  • If the manuscript passes the check process successfully, the editor should send the manuscript to three or more expert reviewers, and the manuscript will be under the peer review policy as described here.
  • If the manuscript is accepted, it will be transferred to the production office. The production office employee will contact the authors by email to prepare the manuscript to publish in Early View, and the manuscript will get a DOI number.
  • Finally, the manuscript will get the volume number and issue number and be published within the issue season (June or December).

The authors must be identified by their names, addresses, and institutions whenever the manuscript is edited, peer-reviewed, or even at the production stage. As a result, the privacy of the authors’ data is protected, together with the authors’ data and all of their information related to contact requirements.

MANUSCRIPTS CATEGORIES AND REQUIREMENTS

Original Article

The article should include an abstract, an introduction, a proposed system description, methodology or modeling, experiment details, such as a table of features, installation, scenarios, and procedure details, such as practical or simulation, results, either tabular or graphical, discussion, conclusions, and references. Here is a sample of an Original Article.

Review Article

The review article provides a literature review of scientific subjects relevant to the journal’s topics. It highlights the most crucial elements and identifies all relevant works. Sometimes there could be discussions of the results as well as comparisons of the outcomes of comparable works. Usually, this type of article does not offer any new information or novelty; rather, its contribution depends on how well the authors can explain and cover the topics in order to serve as a comprehensive reference for the research field.

Note: Starting from January 2022, the number of review articles published per issue is approximately 10% of the total articles published in each issue.

Short Article

The short article is research presenting a novel scientific product of interest to a wide range of researchers within the journal’s research scope. The short article consists of an abstract and a brief introduction highlighting the contribution of the researcher, methodology, methods of conducting experiments, as well as the discussion of results, conclusions, and references. The article should not exceed 4000 words.

PUBLICATION ETHICS AND PUBLICATION MALPRACTICE STATEMENTS

Publication Ethics

IJEEE is governed by publishing ethics that comply with the COPE Guidelines. Therefore, authors are required to declare that engineering and scientific articles are subject to these guidelines and have been carried out ethically and without scholarly misconduct, including unethical investigations, bias, plagiarism, misuse of authorship, duplicate publication, and non-declaring about the conflicts of interest.

Likewise, reviewers are required to maintain the peer-review process’s confidentiality and declare any competing interests.

Similar to the Code of Conduct for Publication Ethics (COPE), allegations of misconduct will be reviewed and investigated, and we reserve the right to contact research institutions, employers, sponsors, or the necessary national legal agency to undertake such investigations. Furthermore, this journal employs EDAS software to detect overlap and similar cases of texts in submitted manuscripts. Depending on what was mentioned above, the authors must bear the responsibility to respond to all editorial inquiries and questions. The possibility of contacting them must be available even after the publication process is complete to respond to criticisms of the cooperation of work and/or the journal’s requests for additional information or data in case there are questions about the paper after publication. Furthermore, IJEEE urges authors to provide research data that supports their study outcomes in an appropriate public repository, including raw data, processed data, software, algorithms, protocols, procedures, and materials. In these situations, authors should provide a data accessibility statement, as well as a link to the repository they utilized, so that it can be published along with their manuscript.

Peer Review and Acceptance

The editorial board will primarily review the submitted manuscript to IJEEE to verify the author’s compliance with the journal’s policy and the scientific content of the research, in addition to adhering to the ethics of publishing. Then, it will enter the peer review stage, where the review system is single-blind. The manuscript acceptance depends on the reports submitted by the reviewers. Journal Policies on Authorship and Contribution

The manuscript must contain the full names, institutional affiliations, and addresses of all authors. According to norms used in the scientific community, the order of the authors’ names is determined by the agreement between the authors. For instance, it may be based on scientific contribution, the basis of contributing ideas, the scientific degree, and so on. There must be an active contribution by all listed authors, as the authors will be equally responsible for the validity, accuracy, and sobriety of the scientific findings. Each author should be able to contact and answer all questions about the content of the article in case of details are needed by researchers, institutions, etc.

It is worth noting that the names, addresses, and institutions of researchers are also added electronically when registering the manuscript in the EDAS system and all authors will receive notifications of the completion of the registration process. In this case, the authors can file a complaint if something goes against the agreement between the researchers.

Handle Complaints and Appeals

The procedure below applies to appeals against editorial decisions, complaints about failed processes such as long delays in handling papers, and complaints about publication ethics. The complaint will primarily be dealt with by the editor-in-chief and/or the editor of the journal. Complaint about scientific content, for example, appeal against rejection

The editor-in-chief or editor considers the authors’ argument, informs the reviewer, and decides whether

  • The rejection decision must be in place.
  • Another independent opinion is required.
  • Consider the appeal.

The complainant will be informed of the decision with an explanation if appropriate. Decisions on appeals are final, and new applications take precedence over appeals.

Complaints about operations, for example, time taken to review

The editor-in-chief along with the editor (where applicable) will investigate the matter. The complainant will be given appropriate feedback. Feedback is provided to relevant stakeholders to improve processes and procedures.

Complaints about publication ethics, for example, the author’s behavior or the reviewer’s behavior

The editor-in-chief or editor follows the guidelines published in the Publication Ethics. The editor-in-chief or editor may ask the publisher via their contact emails for advice on difficult or complex cases. The editor-in-chief or editor decides the course of action and provides feedback to the complainant.

Journal Policies on Conflicts of Interest / Competing Interests

IJEEE journal focuses on СОРE’s definition of Conflicts of interest / Competing interests. IJEEE is concerned with conflicts of interest and urges all authors to identify potential sources of conflict of interest. Relationships and financial or other interests are potential sources of conflicts of interest and should be disclosed when they are directly related to the work described in the researchers’ articles. For example, potential sources of conflicts of interest are patent or stock ownership, membership of the company’s board of directors, membership of a company’s advisory board or committee, and consulting or receiving speakers’ fees from the company. The presence of a conflict of interest does not preclude publishing in IJEEE. An announcement of such a relation will assist reviewers and readers in understanding the manuscript’s transparency and scholarly integrity.

If authors have no conflict of interest, they must also state this when applying in the same submitted manuscript in the conflict of interest section and the phrase “The authors have no conflict of relevant interest to this article.” can be used.

Journal Policies on Data Sharing and Reproducibility

IJEEE journal encourages authors to share their research data, including raw data, processed data, software, algorithms, protocols, methods, and materials. Authors must provide a data accessibility statement, as well as a link to the repository they utilized, in order for this statement to be published with their paper.

Journal’s Policy on Ethical Oversight

IJEEE journal focuses on СОРE’s definition of Ethical Oversight, i.e., “Ethical oversight shall include policies regarding consent to publication, a publication about vulnerable populations, the ethical conduct of research using animals, the ethical conduct of research using humans, the handling of confidential data and practices Commercial/Marketing”. According to this definition, the journal editorial staff is concerned with the issue of adhering to ethical principles. The Journal will be obligated to consider the Ethics and Oversight Committee’s calls for professional and scientific activity concerning disrespect of the ethical principles by our authors. IJEEE is also ready to consider other appeals if they are not anonymous and substantiated.

Open Access and Copyright

All articles published by IJEEE are completely open access: they are free and immediately available to read, download, and share under a Creative Commons license.

Copyright on any research article in a journal published by IJEEE is retained by the author(s). Authors grant IJEEE a license to publish the article and identify itself as the original publisher. Authors also grant any third party the right to use the article freely as long as its integrity is maintained and its original authors, citation details, and publisher are identified.

Journal’s Options for Post-Publication Discussions and Corrections

The IJEEE Journal adheres to a high standard of publication ethics and takes any misconduct or alleged fraud seriously. Following the guidelines set out by COPE, the journal will conduct an investigation in cases of suspected ethical violations. If, upon investigation, legitimate concerns arise, the journal will contact the relevant authors via their registered email address to address the identified issues. Depending on the outcome of the investigation, the journal may take actions as follows:

1) The manuscript may be rejected and returned to the author if it is still under review or publication process.

2) If the article has already been published online, the journal may take:

a) Corrective actions, such as posting an error/correction note with the article,
b) Editorial expression of concern,
c) Retraction notice depending on the nature and severity of the infringement, as the decision to withdraw an article will be made in cases where the infringement is severe.

The rationale and details of any actions will be outlined in a notice associated with the marked article as “retracted” as follows:

1) Notify the author’s institution,

2) A notice of suspected breach of ethical standards may be included in the peer-review system as part of the bibliographic record for the author and article.

For authors who have changed their names and wish to have them corrected in their published work, please see the author name change policy:

1) Authors are urged to ensure that they accurately list the author group, corresponding author, and author order when submitting a manuscript. Any post-submission changes to the author list, such as changing the order, deleting, or adding authors, must be discussed and agreed upon by each author. Changes to authorship by adding or removing authors or making changes in the corresponding author and author sequence are not permitted after the acceptance of the manuscript.

The author names will be published as they appear in the accepted submission. In addition, authors should ensure that the names of all authors are spelled correctly and that titles and affiliations are current.

Adding and/or deleting authors at the review stage is generally not permitted, but this may be warranted in some cases. The reasons for these changes must be explained in the authorship. Approval of a change during revision is at the editor’s discretion.

2) An author who wishes to change his/her name for reasons like sexual or religious conversions can request correction of the name, pronoun, or other relevant biographical information in previously published papers. Corrections can be made silently without being noted in the PDF of the paper, or an official public correction can be made.

3) In cases where a co-author dies or is incapacitated during the writing, submission, or peer-review process, and the co-authors feel it is necessary to include the author, the co-authors must obtain consent from a legal representative who could be an immediate relative.

4) All correspondence with the journal, including correspondence with editorial representatives such as editors-in-chief, handling editors, or reviewers, must be treated with confidentiality, and information must be shared only with authorized personnel or after express consent is obtained from the journal.

5) In an authorship dispute during peer-review or after the acceptance and publication of the manuscript, the journal will not be in a position to investigate or adjudicate the matter. The authors will be asked to resolve the dispute themselves. The journal reserves the right to withdraw the manuscript from the editing process. Alternatively, it may raise the issue with the author’s institution, adhering to institutional guidelines.

In exceptional circumstances, IJEEE reserves the right to remove an article from the IJEEE Online Platforms. Such action can be taken when:

1) The content is deemed defamatory, infringes a third party’s intellectual or other legal rights, or is otherwise deemed unlawful.

2) A court or government order has been, or is likely to be, to remove such content.

3) In the case of immediate and severe health hazards that the content may pose, Bibliographical metadata, such as the title and authors, will be preserved and accompanied by an explanation of why the content was removed. Removal may be temporary or permanent, and the decision to remove will be taken only in exceptional circumstances, along with a statement that explains the reason behind removing the content.

IJEEE will be guided by the COPE Guidelines when dealing with post-publication corrections, revisions, or withdrawals of articles.

Funding

Financial support must be disclosed and all funding sources should be listed in the article in the Acknowledgment section. The authors are responsible for the accuracy of their designation as a funder. PREPARING THE SUBMISSION

Manuscripts submitted to IJEEE must be written in proper English and have been proofread. In the event that the article does not contain good language, it will not be submitted to the Peer Review stage. The researcher can use language experts or people whose mother tongue is English to improve the language of the article. IJEEE provides a paid Proofread service as the author bears the costs of language revision, noting that the Proofread office does not ensure acceptance of the manuscript in the journal and is not responsible for the scientific content of the manuscript.

Disclosure statement

All authors of the manuscript must disclose Conflicts of Interest. The authors must communicate with each other and confirm their approval of the final statement.

Permissions

It is necessary to properly cite any information taken from other sources.  The corresponding author is responsible for obtaining permissions to use previously published scientific material and these permissions are obtained by written letter from the author himself or the copyright-holding institution. Upon submitting the manuscript, these permissions must be sent to the IJEEE Editorial Office. Furthermore, when citing unpublished data or in press articles, approval from at least one author is required.

Authors’ Professional and Ethical Responsibilities

In the event of a complaint or suspicion of non-compliance with the ethics and integrity of the research, IJEEE has the right to investigate and to address the sponsoring or funding institution or to other appropriate authorities for investigation and scrutinize the achievement of the scientific ethics. The journal is also investigating plagiarism; therefore, please ensure the uniqueness of using the language and sharing it with other authors in preparing the manuscript in its final form.

Authorship and Contribution

All authors listed in the manuscript must contribute significantly, taking into account the order of the names within the manuscript by prior agreement before submitting it to the journal.

Manuscript preparation

The submitted manuscript should be as much as possible in the form of the journal template in order to be suitable for the reviewers, if there is a difficulty in formatting some materials in the template, the author can prepare them as possible. PUBLICATION PROCESS AFTER ACCEPTANCE

Accepted Article Received in Production

Upon completion of the Peer Review process and acceptance of the manuscript, the manuscript will be transferred to the Production Office and the corresponding author will be asked to contact the Production Office employee for further modifications and improvements to make the manuscript ready for publication.

Early View

IJEEE’s publication system is semi-annual; therefore, the accepted articles must wait several months for publication in the prescribed issues. To solve this problem, the Early View system can be used, after completing the process of modifying the accepted article in its final form, it can be given a unique number named a Digital Object Identifier (DOI) number, and this number helps in the citation process. Thus, the article is published on the journal’s website within the Early View category without the volume number and issue. DOI number allows for continuity of citation activity before it is allocated to an issue.  For more information, please visit: http://www.doi.org/faq.html
